To address noise pollution complaints from residents in the cement industry, the Linyi Municipal Bureau of Ecology and Environment in Shandong Province, in conjunction with ultra-low emission retrofitting for key industries, improved noise pollution control in the cement sector and provided guidance and assistance to a cement company in Linyi to carry out noise pollution control. The company strengthened its control over key noise sources through three major projects: constructing a limestone tubular conveyor, upgrading Roots blowers to air-suspended blowers, and implementing a fully enclosed production operation system. These efforts yielded significant noise reduction results and effectively resolved noise pollution complaints from nearby residents.

A cement company in Linyi has a 5,000-ton/day intelligent new dry-process rotary kiln cement production line, along with a 10MW pure low-temperature waste heat power generation system, a 6.5MWp photovoltaic power generation production line, a 100,000-ton/year hazardous waste co-processing production line for cement kiln, and two 2 million-ton/year cement mill production lines. It requires approximately 24,000 tons of limestone daily, which is mined from a mine 3.5 kilometers away and transported by truck to the plant for crushing. The large crushers, mills, high- and medium-pressure blowers, Roots blowers, and other equipment generate significant noise from operation, as well as from truck transportation, leading to numerous noise complaints from nearby residents.

In order to implement the "Noise Pollution Prevention and Control Law of the People's Republic of China", the Linyi Municipal Bureau of Ecology and Environment, in conjunction with the requirements of the Shandong Province Cement Industry Ultra-Low Emission Transformation Implementation Plan, innovated its working approach, provided meticulous assistance and guidance, and coordinated the promotion of governance, organically combining the noise pollution prevention and control work of the cement industry with the ultra-low emission transformation, and systematically improving the noise pollution prevention and control level of enterprises.

Innovative clean transportation reduces noise both inside and outside the plant. This cement company has constructed a 3.5-kilometer-long enclosed limestone tubular conveyor system to replace truck transport. All 6,000 idler rollers on the conveyor are silent roller sets, with rotational noise less than 60 decibels at a distance of 1 meter. The connection points with belt buckles use PTG tubing instead of metal tubing, reducing contact noise between the belt buckle and the tubing by approximately 15 decibels. The roof and enclosure of the conveyor corridor use tongue-and-groove insert-type 80mm thick corrugated color steel rock wool sandwich panels, with 2mm thick YH-ZL self-adhesive damping vibration-absorbing plates bonded to the inner walls (including the top). A 5mm rubber partition plate is added to the steel plate at the bottom of the corridor, comprehensively reducing vibration and noise. Simultaneously, the corridor is sealed, with all air leaks plugged to control sound leakage as much as possible.

Limestone tubular conveyor and its supporting systems are fully enclosed

Noise source control was achieved by replacing the existing blowers with silent ones. The original nine large blowers were all Roots blowers, which generated significant noise. After investigation and comparison, all were ultimately replaced with six air-bearing blowers. Monitoring showed that the noise emission level at one meter from the blowers was reduced to below 80 decibels. Furthermore, the air-bearing blowers can save 15% of electricity, resulting in annual electricity savings of 655,000 kWh and a reduction of 579.2 tons of carbon emissions, achieving a win-win situation of energy conservation and noise reduction.

The implementation of a fully enclosed renovation reduced noise during loading and unloading. Before the renovation, most of the production equipment and raw materials were stored in the open air, resulting in significant noise pollution during loading and unloading. By implementing a complete overhaul of the production process, the production workshops, material yards, belt conveyor corridors, loading lanes, etc., were fully enclosed, and large equipment workshops were equipped with sound-absorbing panels and soundproof walls, effectively reducing noise emissions.

The factory area is fully enclosed for production operations.

“Before, large trucks drove around here every day, causing a lot of noise and dust, making our lives uncomfortable. Now that the system has been replaced with ductwork, the noise and dust are gone, and it's both quiet and clean-a win-win situation,” said Mr. Liu, who had previously complained about the noise pollution. “Noise pollution control requires not only professional treatment technologies and low-noise equipment, but also a holistic approach, organically combining it with air pollution control requirements to achieve mutual promotion of both air and noise pollution control,” said a relevant official from the Linyi Municipal Bureau of Ecology and Environment. This cement company has been recognized as a “green factory” by the Ministry of Industry and Information Technology.
