Recently, the Chengdu Municipal Bureau of Ecology and Environment held an on-site meeting on the pilot work of noise pollution prevention and control . Before the meeting, the participants visited the Chaoyin Waterfront Square in Wuhou District to investigate the application and effectiveness of noise pollution prevention and control in the park, and learned in detail about the management measures and experiences in areas such as noise pollution from square dancing.
Chaoyin Waterfront Park, located on the banks of the Huangyan River in Jitouqiao Subdistrict, Wuhou District, covers an area of approximately 54,000 square meters. It is an open urban space that provides fitness and entertainment for surrounding residents. As many as 10 square dance groups gather here year-round, resulting in significant noise pollution.
To address this challenge, Wuhou District has innovatively explored the following three governance approaches:
I. Review the "three lists" and clarify who is in charge.
1. Develop a responsibility list and improve the working system.
Following the principle of "street-level whistleblowing and departmental response" for handling noise issues, the street-level authorities have taken the lead in refining the responsibilities of each element and established a joint noise control mechanism led by the street-level authorities, supported by district-level departments, managed by the community and Chaoyin Shui'an property management company, and implemented through public self-governance. This mechanism has formed a working method of "mobile patrols and fixed-point duty" to promptly detect and quickly address noise issues.
2. Consolidate the resource list to provide support and guarantees.
By reviewing the various stakeholders involved in noise control in the past and integrating the resources of judicial departments, law enforcement departments, supervisory and management departments, professional institutions, communities, and mass organizations, a "noise control expert consultation database, monitoring service database, and governance resource database" will be established to provide policy, legal, and professional technical support for noise control.
3. Compile a list of issues and propose solutions through collaborative discussion.
By mobilizing various stakeholders, including community cadres, grid workers, building leaders, resident representatives, representatives of cultural and sports groups, and venue management entities, we have collected demands from all parties, discussed and deliberated on the crux of the problems, and compiled a "problem list" covering key groups, activity times, activity venues, and points of contention. This list provides goals and directions for targeted measures and precise efforts.
Second, adhere to the "three principles" and refine how to manage.
1. Insist on early intervention and timely resolution of problems.
Square dancing activities are incorporated into daily management, with designated areas, time periods, and volume levels for these activities. Registration and record-keeping are also conducted. A WeChat work group is established, comprising representatives from various management entities, management of nearby sensitive buildings, and sensitive groups, to dynamically monitor and coordinate noise control efforts. The community's emergency response hotline and grid worker contact numbers are publicized to facilitate timely reporting and resolution of issues by residents, thus addressing conflicts at the grassroots level.
2. Uphold the people-centered approach and promote harmonious and win-win cooperation.
On the one hand, we provide assistance and care, and on the other hand, we provide guidance and persuasion. Based on positive interaction, we adopt the principle of "four ones" to classify and implement measures: "strive for a group in advance, persuade and regulate a group, work on a group individually, and rectify a group according to law" to gradually standardize the management of square dance activities.
3. Uphold the principle of law enforcement to ensure compliance and rectify uncivilized behavior.
For groups and individuals who repeatedly violate the rights of others and endanger public order despite repeated warnings, law enforcement and judicial forces are mobilized to conduct special investigations and take legal action. One ghost dance team that aimed to make a profit has been disbanded, one square dance team suspected of inciting public disturbances has been persuaded to leave, and three square dance teams have been merged, effectively maintaining the rule of law environment of Chaoyin Waterfront.
III. Establish three platforms to strive for effective management.
1. Expand publicity platforms and promote a civilized fitness trend.
We will adhere to the principle of combining material care with spiritual recognition, explore the establishment of a mechanism for caring for and honoring exemplary individuals, explore the cultural heritage of square dancing, collect touching and inspiring stories, encourage advanced role models to "share their experiences," and guide the public to engage in civilized fitness activities.
2. Establish a self-governance platform to form a pattern of self-governance and co-governance.
Public participation in "rotational management"
The noise control efforts involve cultural and sports teams, local residents, and surrounding businesses. A "Noise Pollution Volunteer Service Team" has been established to carry out activities such as maintaining order in the square and regulating team activities. Through role-swapping days, residents participate in the "rotational management" of the square to enhance their awareness of noise control. Square dance leaders are invited to participate in daily joint patrols to improve the level of self-governance.
3. Build a smart platform to achieve a win-win situation for fitness and noise reduction.
Noise online monitoring and display equipment, square dance directional sound transmission equipment
To explore the use of technology to reduce noise pollution, three sets of automatic monitoring and display facilities and one set of smart square directional sound transmission equipment were installed at Chaoyin Waterfront. Through real-time monitoring, numerical display and alarm prompts, the fitness behavior of the public is regulated. The smart square directional sound transmission equipment focuses the sound propagation in a specific direction area, which not only improves the efficiency of square use, but also effectively reduces the interference of square dance noise to surrounding residents.
By innovating working mechanisms, strengthening governance capabilities, and introducing intelligent management , a comprehensive grassroots social governance framework has been established where noise issues are truly addressed and managed collaboratively. This has effectively explored a new path for intelligent grassroots noise governance, yielding multifaceted achievements:
1. Establish a multi-party governance system for noise pollution control.
Breaking away from the previous approach of relying excessively on administrative means to resolve conflicts and the work method of simply increasing manpower, financial resources, and material resources to "mainly block" problems, we have established a multi-stakeholder co-governance system with "street-level leadership, departmental integration, and public participation. " This has broadened the "stage" for public self-governance, allowing the government to shift from "front stage" to "backstage" and from government "taking over" to public self-governance, thus realizing the transformation from "being forced to comply" to "wanting to comply."
2. Actively explore new paths and methods for intelligent noise control.
Taking Chaoyin Waterfront Plaza as a pilot project, data from the square dancing directional sound transmission system and noise online monitoring and display equipment were collected to build a smart noise supervision platform, realize remote real-time online noise monitoring and management, and, combined with sound environment quality data, pioneered the exploration of drawing a "noise map" to provide effective data support for the scientific prevention and control of noise pollution.
3. Identify key entry points for in-depth noise control.
Through comprehensive measures, noise complaints at Chaoyin Waterfront have decreased by 95% year-on-year , the satisfaction rate in follow-up visits has reached 96% , the police dispatch rate has decreased by 90% year-on-year , and the overall law enforcement cost has decreased by 80% . Achieving comprehensive governance with low cost can form a set of replicable, scalable, and referable experiences and practices, promoting the comprehensive management of noise pollution in other areas of the jurisdiction and continuously opening a new chapter in noise pollution control.
