Recently, 16 departments and units, including the Yunnan Provincial Department of Ecology and Environment, jointly issued the "Implementation Plan for the Three-Year Action Plan for Noise Pollution Prevention and Control in Yunnan Province" (hereinafter referred to as the "Implementation Plan"). Last December, the Provincial Department of Ecology and Environment, together with the Provincial Public Security Department, the Provincial Department of Housing and Urban-Rural Development, and the Provincial Department of Transportation, held a press conference to introduce and interpret the main contents and other relevant information of the "Implementation Plan".
The Implementation Plan comprises 10 chapters and 46 articles, clarifying the basic approach and work objectives. Based on Yunnan's realities and the needs of noise environmental protection, and addressing existing problems in noise pollution prevention and control in the province, it outlines nine key tasks centered on "laying the foundation, addressing shortcomings, strengthening weaknesses, and ensuring implementation." The aim is to accelerate the resolution of a number of prominent noise-related issues and continuously improve the quality of the acoustic environment. It requires that by 2025, the nighttime compliance rate of acoustic environmental functional zones throughout the province reach 85%.
Strengthen the foundation of sound environment management. Scientifically delineate and adjust functional zones for the sound environment, and refine sound environment management measures. Regarding strict noise source management, strengthen planning guidance and coordinate noise source control. Regarding the prevention and control of noise pollution from industrial enterprises, strictly manage industrial noise and strengthen supervision of key enterprises. Regarding the prevention and control of noise pollution from construction, strictly manage nighttime construction, refine construction management measures, and focus on key aspects of construction management. Regarding the prevention and control of noise pollution from transportation, strengthen the prevention and control of noise pollution from vehicles, ships, and roads, promote the prevention and control of noise pollution from rail transit, and deepen the prevention and control of noise pollution around civil airports.
Promote the prevention and control of noise pollution in social life. Optimize the comprehensive management and control of noise in business premises, strengthen the supervision of noise in public places, and improve noise management measures in communities and neighborhoods. Regarding the improvement of the legal and standard system, improve the legal system and standards, and strengthen scientific and technological education support. Regarding the systematic advancement of noise monitoring, enhance noise monitoring capabilities and increase law enforcement and supervision. Regarding the clarification of prevention and control responsibilities, implement noise pollution prevention and control responsibilities, promote the development of noise pollution prevention and control teams, and build a sound social governance framework.
The "Implementation Plan" is a guiding document for noise pollution prevention and control in our province for the coming period. It takes meeting the people's growing need for a peaceful and harmonious living environment as its starting point and end goal, adheres to the principles of joint governance by all people, prevention at the source, and addressing both the symptoms and root causes, and emphasizes precise, scientific, and law-based pollution control. It will promote the continuous improvement of the noise pollution prevention and control management system throughout the province, effectively implement pollution control responsibilities, steadily improve the level of governance, and gradually form a peaceful and harmonious civilized consciousness and social atmosphere.
