Noise pollution and its hazards

Noise pollution refers to the phenomenon of noise exceeding noise emission standards or failing to take legally required prevention and control measures, which interferes with the normal life, work, and study of others.

The WHO (World Health Organization) has determined that noise pollution is second only to air pollution in terms of harm. According to the 2014 report, "The Burden of Disease Due to Noise Pollution," published by the WHO and the European Union Collaborative Research Centre, noise pollution not only causes irritability and affects sleep quality, but may also lead to heart disease, learning disabilities, tinnitus, and other problems, ultimately shortening lifespan .

Common noise in commercial activities

Commercial activities, such as loudspeakers for store promotions, music from bars and KTVs, and loud noises from restaurants at night, are all major sources of noise pollution that bother nearby residents.

How to determine noise pollution?

According to the standards, a nighttime noise level of 50 decibels or higher is considered noise pollution in Class I residential areas and 65 decibels or higher in Class II residential areas . Any noise level exceeding 9 p.m. or 6 a.m. the following day is considered disturbing the peace and constitutes noise pollution .

According to the national "Urban Area Environmental Noise Standard," the permissible outdoor noise level in residential areas is 50 decibels during the day and 40 decibels at night. Any level exceeding these limits is considered noise pollution.

Note: Between 45 and 55 decibels, this standard is equivalent to a volume at which two people can clearly hear each other speaking in a room.

How to deal with noise pollution

① You can call 110 to report the case to the local police station.

② You can also call 12345 to report to the Ecological and Environmental Protection Bureau. Relevant departments will issue a warning based on the "Environmental Noise Pollution Prevention and Control Law of the People's Republic of China," the "Public Security Administration Punishment Law of the People's Republic of China," and the "Measures for Implementing the 'Environmental Noise Pollution Prevention and Control Law of the People's Republic of China'" formulated by various provinces, municipalities, and autonomous regions; if the violation is not corrected after the warning, a fine of between 200 and 500 yuan will be imposed .

③In addition, residents can also file complaints with organizations such as the residents' committee or the homeowners' committee.

1. Enhance understanding and raise awareness of noise reduction.

We must fully recognize the harm that noise pollution causes to people's physical and mental health, as well as its negative impact on the city's image. We must strictly implement the requirements of laws and regulations, adhere to business ethics, enhance our awareness of civilized business practices, and consciously reduce the noise impact of our business activities on the surrounding residents.

2. Practice civilized business practices and bid farewell to noisy commercial districts. Merchants should engage in civilized and friendly competition, avoid competitive loud hawking, regulate advertising, control the volume of soliciting customers and loudspeakers, and work together to build a peaceful and beautiful urban commercial district.

3. Prevent disturbance to residents and regulate nighttime business operations.

Businesses such as bars that operate at night should strictly control their nighttime operating hours, and take measures to reduce noise such as installing sound insulation cotton and soundproof windows in their premises, and reduce the volume of various high-volume devices to prevent nighttime disturbances to residents.

4. Promote awareness and guide customers to regulate their behavior.

Businesses should actively participate in noise pollution prevention and control publicity activities, reminding customers to control the volume during dining, leisure, and entertainment activities, and avoid uncivilized behaviors such as drinking games, playing drinking games, and making loud noises, so as to create a good atmosphere in which everyone is responsible, participates, and benefits, and jointly maintain a harmonious and peaceful business environment.

5. Strengthen cooperation and accept supervision and management.

Businesses should actively participate in the noise pollution control work of relevant management departments and establish close cooperative relationships with grassroots organizations such as communities and streets to ensure that noise pollution prevention and control are planned, implemented, and developed in sync with business activities.
