To raise public awareness and attention to noise pollution, April 16th of each year has been designated as "World Noise Day" since 2003.
Noise is often called the "invisible killer." Studies have shown that under the influence of loud noise, the balance between excitation and inhibition in the cerebral cortex becomes imbalanced, leading not only to irritability and poor sleep quality, but also to the onset or triggering of heart disease, headaches, brain swelling, tinnitus, and other illnesses. In its 2011 report, "The Burden of Disease Due to Noise Pollution," the World Health Organization stated that noise pollution has become the second leading cause of death in human public health after air pollution.
Noise pollution control is a matter of vital importance to people's livelihoods and well-being. Effectively improving the acoustic environment and responding to the public's new demands and expectations for a beautiful environment has become a key objective in promoting high-quality urban development.
Combating noise pollution requires the wisdom and responsibility of large cities to address the issue with a people-centered approach. To help businesses solve the problem of excessive noise emissions in some areas of their factory boundaries, the "Suzhou·China Sound Valley" actively promoted research and innovation in factory vibration and noise reduction technologies, designing a series of targeted meta-materials that effectively reduce noise emissions at the source. Simultaneously, Suzhou took proactive measures to implement the provincial "Two Controls and One Improvement" special action, strengthening day and night supervision and inspections to accelerate the resolution of noise pollution problems affecting the public. According to the report on the operation of the Jiangsu Provincial Pollution Prevention and Control Comprehensive Supervision Platform, the number of noise pollution complaints in Suzhou in 2023 decreased by 11.64% compared to 2022. Among them, complaints related to nighttime construction noise, which accounted for the highest proportion, decreased by 14.9%, effectively improving public satisfaction.
Although the noise problem has improved, a large number of complaints still exist. All regions and departments need to further innovate their working methods, strengthen inter-departmental coordination, and solidify the responsibilities of all parties to jointly build a "soundproof wall".
Combating noise pollution requires sustained effort and the participation of everyone. The "China Noise Pollution Prevention and Control Report (2023)" released by the Ministry of Ecology and Environment shows that social noise accounts for 67.5% of noise complaints nationwide. Sounds generated by social activities such as square dancing, KTV, shopping mall music, and renovation noise, if exceeding certain standards, become noise that disturbs others' normal lives. These noises are dynamic and random in their generation, making them difficult to manage and monitor. In June 2022, my country's Noise Pollution Prevention and Control Law officially came into effect, providing judicial protection for the public's "right to quiet," and punishing those who infringe upon the rights of others. Jiangsu Province has also promulgated the "Jiangsu Province Environmental Noise Pollution Prevention and Control Regulations" to further improve the sound environment, promote civilization through the rule of law, and accelerate noise prevention and control.
While enjoying the "right to tranquility," citizens should also consciously maintain public order, show mutual understanding and consideration, and work together to create a peaceful social atmosphere in their daily lives and work.
