II. Some Application Cases
Case 1: Ventilation and soundproof window installation project in Lanzhou
Noise category: Rail transit noise
The project is located next to a railway marshalling yard, where the noise level at the source reaches 110 dB(A), and the peak indoor noise level (with windows closed) reaches 93 dB(A). It has been the subject of complaints for six consecutive years and was listed as a project under the supervision of the Central Environmental Protection Inspection Team. After several years of comparing various solutions, the installation of ventilated soundproof windows was ultimately selected. Noise test data before and after the treatment are shown in the figure.
Case 2: Noise Control Project in Shenzhen
Noise categories: Rail transit noise, road traffic noise
A project in Shenzhen faces significant noise pollution from both rail and road traffic. The nearest high-rise residential building is approximately 25 meters from the road edge and approximately 42 meters from the rail transit (ground section).
The indoor acoustic environment test results from the Academy of Building Research showed that noise levels exceeded standards on all floors of the residential building. The housing and construction department refused to process the completion acceptance procedures because the acoustic environment quality requirements were not met.
After the doors and windows were renovated and upgraded, the noise levels measured in the bedroom decreased from 69.2 dB(A) during the day and 68 dB(A) at night before the renovation to 35.2 dB(A) during the day and 32 dB(A) at night, which meets the sound environment quality standards.
Case 3: Ventilation and Soundproof Window Installation Project in Guangzhou
Noise category: Road traffic noise
The project is located next to a ten-lane urban expressway, and the residential buildings are about 14 meters away from the road edge.
Previously, noise reduction measures such as setting up sound barriers had been taken, but the noise level still exceeded the standard, with a maximum daytime exceedance of 14dB and a maximum nighttime exceedance of 24dB, leading to continuous complaints from residents.
After the treatment, residents were very satisfied with the sound insulation effect, and over 80% filled out written surveys. More than 190 locations were randomly inspected, and all test results met the standards. The road property owner, the complainants, and the government departments were all satisfied with the results.
Case 4: Ventilation and Soundproof Window Installation Project in a Residential Project in Chengdu
Noise Category: Road Traffic Noise. A residential community in Chengdu is about 40 meters from the Chengming Expressway. Road traffic noise seriously affects residents' normal rest, causing complaints. Previously, the road management installed a 4-meter-high sound barrier, but it had little effect on residents on higher floors, and many residents still complained. Later, ventilation and soundproof windows were installed at noise-sensitive points, which was unanimously praised by residents, and there have been no further complaints.
Before the treatment, the noise level in the rooms facing the road in the community (with windows closed) was 54 dB(A). After the treatment, the indoor noise level (with windows closed) was 35 dB(A), which met the indoor sound environment quality standards, and the residents were very satisfied.
III. Conclusion
According to the principle of "liability for damage" in the "Noise Pollution Prevention and Control Law of the People's Republic of China" which came into effect on June 5, 2022, the responsible parties for noise control typically fall into the following three categories based on the construction time of noise source projects and sensitive point projects:
1. Roads come first, then buildings: As in Case 2, the acoustic environment quality at sensitive points should be the responsibility of the construction unit of the sensitive building.
2. Buildings first, roads later: As in Case 1, the road or rail transit construction unit is responsible for taking sound insulation and noise reduction measures to ensure that the sound environment quality at sensitive points meets the standards.
3. Concurrent construction: As in Case 1, the government takes the lead in organizing all relevant parties to take noise reduction measures to ensure that the sound environment quality meets the standards.
For new projects, it is recommended to conduct an objective evaluation of the acoustic environment of the proposed project during the planning and design phase. Based on the noise target values for the functional zones of the acoustic environment, corresponding prevention and control measures should be taken to ensure prevention at the source, with simultaneous design, construction, and acceptance. This will avoid the need for subsequent engineering modifications after noise complaints arise, thus preventing increased costs and waste of social resources.
