Noise pollution and its hazards

Noise pollution refers to the phenomenon of exceeding noise emission standards or generating noise without taking prevention and control measures in accordance with the law, which interferes with the normal life, work and study of others.

The World Health Organization (WHO) has determined that noise pollution is second only to air pollution in its harmful effects. According to the 2014 WHO-EU Collaborative Research Centre report "The Burden of Disease Due to Noise Pollution," noise pollution not only causes irritability and disrupts sleep quality, but can also cause heart disease, learning disabilities, tinnitus, and other problems, ultimately shortening life expectancy .

Common noise from commercial activities

Commercial activities, such as loud speakers for store promotions, music from bars and KTVs, and loud noises from restaurants at night are all major sources of noise pollution that bother surrounding residents.

How to determine noise nuisance

According to the standards, if the night noise level in a Class I living area is above 50 decibels, and in a Class II living area is above 65 decibels, as long as it exceeds 9 p.m. or until 6 a.m. the next day, it is considered a nuisance to the residents and is considered noise pollution .

According to the national "Urban Area Environmental Noise Standards," the permitted outdoor noise level in residential areas is 50 decibels during the day and 40 decibels at night. Any volume exceeding this level is considered noise nuisance.

Note: Between 45 decibels and 55 decibels, this standard is equivalent to the volume at which two people can talk in a room and hear each other clearly.

How to deal with noise nuisance

① You can dial 110 and report the case to the local police station.

② You can also call 12345 to report to the Ecological Environment Bureau. Relevant departments will issue a warning in accordance with the "Law of the People's Republic of China on the Prevention and Control of Environmental Noise Pollution," the "Public Security Administration Punishment Law of the People's Republic of China," and the "Measures for the Implementation of the Law of the People's Republic of China on the Prevention and Control of Environmental Noise Pollution" formulated by provinces, municipalities, and autonomous regions . Failure to correct the behavior after a warning will result in a fine of not less than 200 yuan but not more than 500 yuan .

1. Deepen understanding and enhance noise reduction awareness

We must fully understand the harm that noise pollution does to human physical and mental health, as well as its negative impact on the city's image. We must strictly implement laws and regulations, adhere to business ethics, enhance awareness of civilized business practices, and consciously reduce the noise impact of our business activities on surrounding residents.

2. Operate in a civilized manner and say goodbye to noisy business districts . Practice civilized and friendly competition among merchants, avoid competitive shouting, standardize advertising broadcasts, control the sound of soliciting customers and the volume of loudspeakers, and jointly build a quiet and beautiful urban business district.

3. Eliminate disturbances to residents and regulate nighttime operations

Bars and other businesses open at night should strictly control their nighttime operating hours, install soundproof cotton, soundproof windows and other sound insulation and noise reduction measures in the business premises, reduce the volume of various high-pitched equipment, and prevent nighttime disturbances.

4. Propaganda and guidance to regulate customer behavior

Merchants should actively participate in noise pollution prevention and control publicity activities, remind customers to control the volume during dining, leisure, entertainment and other activities, avoid drinking, playing drinking games, making loud noises and other uncivilized behaviors, create a good atmosphere where everyone is responsible, everyone participates and everyone benefits, and jointly maintain a harmonious and peaceful business environment.

5. Strengthen cooperation and accept supervision and management

Merchants should actively participate in the noise pollution control work of relevant management departments, establish close cooperative relationships with grassroots organizations such as communities and streets, and ensure that noise pollution prevention and control are planned, implemented and developed simultaneously with business activities.
