Late-night renovations and square dancing noises? These actions are illegal!

Have you ever experienced:

• Waking up at 5am by the sound of a jackhammer next door?

• Are the windows shaking from the square dance speakers downstairs?

• Is your upstairs dog barking until 2 a.m.?

According to Article 88 of the Public Security Administration Punishment Law, revised in June 2025 , these actions are suspected of being illegal! If persuasion fails, the offender may be detained for 5 days and fined 1,000 yuan . In serious cases, the maximum detention is 10 days!

Fixing evidence: These three things are indispensable

• Record/video with timestamp : Use your phone to continuously record the noise period (recommended ≥10 minutes) and turn on the "Show Time" function

• Decibel detection record : Recommended APP "Decibel Detector", if the noise level exceeds 45 decibels at night, you can file a complaint (with detection screenshots)

• Written communication records : screenshots of WeChat/SMS messages, or asking the property management to issue a "Noise Correction Notice" (signed by the other party)

Complaint process: Follow this order and your efficiency will double!

Step 1: Property Management/Neighborhood Committee Mediation

→ Bring evidence to the property management and fill out the "Noise Complaint Registration Form" and request a mediation result within 7 days

→ If mediation fails, request a "Certificate of Failed Mediation" (with stamp)

Step 2: Complain via the 12345 hotline

→ When calling the hotline, please state: "XX residential complex, X building, X unit, XX type of noise was reported during XX period, and the property management has completed the mediation."

→ Request a work order number and you will receive a "Handling Opinion" within 3 working days.

Step 3: Report the case to the police station

→ Bring the following materials: ID, noise evidence, mediation records, and 12345 handling opinions

→ After accepting the case, the police will conduct on-site inspections. If there is sufficient evidence, an Administrative Penalty Decision will be issued on the spot.

The killer weapon for rights protection: You can directly call the police in these situations

• Noise lasts for more than 2 hours and exceeds the decibel limit (e.g. ≥55 decibels during the day)

• The other party refuses to open the door to communicate or has a bad attitude (such as deliberately raising the volume)

• Health problems such as insomnia and high blood pressure caused by noise (with hospital diagnosis certificate attached)

Typical cases in 2025: These behaviors have been punished!

Square dance noise

• Violation : Using a loudspeaker (measured at 65 decibels) after 9 p.m.

• Penalty : Organizer was detained for 5 days and audio equipment was confiscated

Renovation disturbs residents

• Violation : Using an electric drill at 7 a.m. on a weekend and refusing to stop after three attempts to stop.

• Penalty result : The owner was warned and fined 800 yuan, and the decoration company was included in the industry blacklist

Barking pets

• Violation : A German Shepherd barks continuously for 1 hour and the owner refuses to take measures to stop the barking

• Penalty : Order to rectify the problem within 3 days; if not, the dog will be confiscated
